Extracts from Mr. R. J. Pischer's letter of 28th

August, 1914.

It was not the custom in the Public Works Department,

when the Bill of Quantities were prepared about twelve (12) years

ago to insert a special item in feet super for re-dressing work

on completion, neither is it the custom now as the Quantities

allow for stone and all labour.

The Contractor was also fully aware of the required

centering at the time he tendered for the work, and he has carried

out other works previously under a similar specification and Bill

of Quantities and no claim was made.

Other Contractors in Hongkong have done likewise

without making any additional claim.

I venture to suggest there is not a Bill of Quantities

in the department which shows a separate item for centering to

arches. Further, on perusal of the prices allowed in the Final

account it will be found that such included the cost of centering

It was not and is not customary in the Public Works Department of Hongkong to take labour in cutting as a separate

item.

The price of such cutting is understood to be included
